Vectoris structures the evidence required to judge whether an opportunity is executable — before capture, recruiting, pricing, and proposal resources are committed. Where the evidence is incomplete, the gaps stay visible rather than being smoothed over. The recommendation informs executive judgment; it does not replace it.

The sequence

Five steps, applied the same way every time.

The sequence does not change with the opportunity or with who is advocating for it. That consistency is what makes the resulting decisions comparable.

Opportunity evidence

Vectoris begins with what is actually available about the opportunity — the solicitation or draft, the requirement as written, the history behind it, and the terms being proposed.

  • Solicitation scope, timing, and set-aside conditions
  • Prior awards, incumbency, and how the requirement has changed
  • The stated performance obligations and place of performance

Early-stage pursuits rarely have complete information. What is unavailable is recorded as unavailable.

The structured evidence is evaluated for whether the organization can realistically pursue and perform the work — and for what would have to be true for that to hold.

  • Readiness against the requirement as written
  • Risks and constraints that would surface after award
  • Confidence in the evidence supporting each finding
  • Missing information, named explicitly rather than inferred

Where evidence is thin, the assessment says so. Gaps are carried forward, not resolved by assumption.

The recommendation is an input to leadership. Nothing is committed, approved, or acted on by the platform.
